Organizational Context and Scope

Under the overall supervision the Senior Programme Coordinator (EPC) and direct supervision of the Programme Coordinator (Protection), the Programme Officer (Gender-Based Violence) will supervise, coordinate and monitor the implementation of gender-based violence (GBV) activities, as part of IOM’s programme in Pakistan. 

The successful candidate will be responsible for the following tasks:

  1. Supervise the implementation of the activities related to the GBV portfolio, monitoring daily key programmatic areas, including but not limited to GBV case management, management of women and girls' safe spaces, emergency safe shelter, in line with GBV interagency minimum standards and best practice guidelines for the sector.
  2. Provide technical support, training and supervision to Protection staff to facilitate programmatic sustainability and provide capacity building to the Protection Unit.
  3. Provide technical guidance to staff, specifically for community outreach and protection case-management activities and when required, coordinate response to individual cases, and refer or provide assistance as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities).
  4. Ensure teams adhere to interagency minimum standards at field level by organizing and assisting the teams achieving their tasks; participate to interagency meetings and events; in coordination with relevant partners.
  5. Support the Programme Coordinator (Protection) in implementation of other protection-related activities, and specifically GBV risk mitigation, in close collaboration with other programmes.
  6. Provide technical inputs for project proposal development and internal and external reporting, as well as the monitoring and evaluation system to facilitate effective implementation of GBV related activities and accountability to affected populations.
  7. Encourage and facilitate the inclusion of GBV into humanitarian appeal processes and partner proposals.
  8. Collaborate with other programmes of IOM Pakistan, including Migration Management, Health, Water, Sanitation and Hygiene (WASH), Shelter/ Non-Food Item (NFI) and Livelihoods on joint programming, and coordinate activities to mitigate GBV-related risks and support disaster preparedness and response activities, in line with IOM´s GBV in Crises (GBViC) Institutional Framework and operational model.
  9. Perform such other duties, as may be assigned.

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) and/or Urdu is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
