Job Purpose:
The Technical Officer will provide engineering and technical expertise for emergency flood response projects in KP, ensuring quality implementation of WASH, shelter, and infrastructure rehabilitation activities. The role involves assessments, designs, supervision, and capacity building of field teams/communities.
Key Responsibilities:
1. Technical Assessments & Planning
- Conduct rapid damage assessments of flood-affected WASH systems, shelters, and community infrastructure
- Develop technical designs, BoQs, and specifications for:
- Emergency latrines/bathing facilities
- Water supply schemes (hand pumps, piped systems)
- Temporary shelters and community centers
- Drainage/embankment structures
2. Implementation & Quality Control
- Supervise contractors and community workers in:
- Construction/rehabilitation of WASH facilities
- Distribution and installation of emergency shelter kits
- Riverbank protection/soil erosion works
- Ensure all works meet Sphere Standards and government guidelines
- Conduct material quality checks at field sites
3. Capacity Building & Coordination
- Train field staff/communities on:
- Safe water treatment methods
- Shelter maintenance
- Disaster-resilient construction techniques
- Liaise with:
- Public Health Engineering Department
- Irrigation Department
- Local construction committees
4. Reporting & Documentation
- Maintain daily site progress reports with photographs
- Update GIS mapping of rehabilitated infrastructure
- Prepare weekly technical reports for donors (UNICEF, UNHCR etc.)
Qualifications & Experience:
- Education:
- Bachelor's in Civil/Environmental Engineering
- (OR) Diploma in Civil Engineering + 5 years relevant experience
- Experience:
- Minimum 3 years in emergency WASH/shelter projects
- Proven experience in:
- Emergency latrine design
- Water supply schemes
- Community infrastructure rehabilitation
- Technical Skills:
- AutoCAD/SketchUp (basic)
- GPS/GIS mapping
- Sphere Standards knowledge
- Water quality testing
- Languages:
- Fluent English (reporting)
- Urdu/Pashto (field coordination)
Emergency Response Requirements:
- Willingness to deploy within 24-48 hours notice
- Ability to work in physically demanding conditions
- Experience in cluster coordination (WASH/Shelter) preferred
