GBV Associate
Organizational Setting and Work Relationships
The GBV Associate supports the operations' efforts to fulfil UNHCR's mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance.
The GBV Associate works under direct supervision of a more senior GBV/Protection colleague who defines overall work objectives and provides regular advice and guidance. S/he will focus on strengthening GBV case management supervision as well as safe and ethical data collection and further analysis of GBV trends. The incumbent will also ensure quality prevention and risk mitigation interventions.
S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in GBV prevention, risk mitigation and response. S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles.
S/he also ensures that persons of concern, in particular women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
- Assist the Associate Protection Officer or Associate GBV Officer and/or the Protection Officer or GBV Officer in the preparations and holdings of the coordination meetings of the GBV sub-working group (and/or Protection Working Group) or support follow-up required within GBV sub-clusters chaired by other organizations.
- Support the development of coordination tools such as referral pathways;
- Contribute to safety audits and other relevant assessments.
- Contribute to analysis of GBV trends and gaps, including by assisting with drafting briefing notes and analytical reports.
- Contribute to support other sectors/units on GBV risk mitigation under overall guidance of Associate Protection Officer or Associate GBV Officer / Protection Officer or GBV Officer. Contribute to the design of GBV prevention, risk mitigation and response interventions.
- Support in providing technical guidance to partners and government counterparts on GBV minimum standards under overall direction of the supervisor.
- Contribute to GBV partners' monitoring by undertaking regular field visits and drafting monitoring reports; Provide inputs to donor reports;
- Provide GBV case management services for survivors at high risk and/or other complex cases (if relevant in operation) and follow-up with other units/partners as relevant;
- Ensure technical supervision of UNHCR staff providing GBV case management (including coaching and implementation of staff care strategies);
- Support GBV capacity building initiatives, including on GBV safe disclosure and referrals.
- Ensure the wishes of survivors are prioritized as per the survivor-centred approach.
- Enforce compliance with, and integrity of, all protection standard operating procedures for GBV as well as the GBV minimum standards and Guiding Principles.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
3 years of previous work experience relevant to the function of GBV in a local context and having experience in the field of GBV prevention, mitigation and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Applied experience in survivor-centred approach, GBV guiding and Case management principles related to GBV programs. Demonstrated knowledge in gender equality and the empowerment of women and girls and apply, promote and integrate gender analysis into humanitarian programming. Knowledge of GBV minimum standards, Guiding Principles and GBV case management standards.
Desirable
Demonstrated knowledge of engagement with GBV Interagency humanitarian architecture. Knowledge and experience of participatory approaches to engaging with and mobilizing communities. Good understanding of displacement and protection issues including, child protection, education and the application of the Age, Gender and Diversity Policy.

Desired Candidate Profile
Based in Quetta and as a member of the protection team, the Associate GBV Associate will report to the Associate Protection Officer (NOB).The GBV Associate will have a solid knowledge on the GBV minimum standards, tools and guiding principles, as well as experience implementing the UNHCR GBV Policy and programming in the three areas of GBV prevention, risk mitigation and response. Working knowledge in the areas of Child Protection (CP) and Community-Based Protection (CBP) will be an asset, as well as dealing with complex protection issues and using the proGres database as a case management tool.
The incumbent will have experience working with refugees, internally displaced populations and other people of concern in a protection capacity.
The GBV Associate should have previous work experience in the development and/or refinement of SOPs and case management tools, coordination with key stakeholders, devising prioritized interventions for GBV prevention, risk mitigation, and response and ensure the functional GBV referral mechanism.
S/he is expected to have strong and proven skills in delivering trainings and supporting other capacity building initiatives for staff.
S/he must have strong coordination skills and proven experience working with partners, the government and other stakeholders, and taking a multi-functional approach to ensure adequate GBV mainstreaming across UNHCR and partners’ sectorial interventions (child protection, education, livelihoods, health, energy and health).
The GBV Associate will also support the operation in securing solutions for GBV survivors through comprehensive case management. Therefore, experience working with GBV survivors is essential.
Additionally, s/he will need to have proficiency in applying, promoting and integrating gender analysis into humanitarian programming.
The position incumbent should have excellent leadership, teamwork, communication, experience in managing teams and also be creative in GBV programme design to meet evolving needs of the communities and GBV survivors.
The GBV Associate will have very good computer literacy, the application of MS Office, excellent drafting and analytical skills.
Operational Context:
Pakistan is not a signatory to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol and has not enacted national legislation concerning refugees. However, Pakistan’s provision of protection and assistance to Afghan refugees is generally in accordance with international standards and Pakistan’s international human rights obligations.
Pakistan has an over 40 years long history of hosting refugees. It is one of the largest refugee-hosting countries with over 1.4 million registered Afghan refugees and smaller number of non-Afghan refugees and asylum-seekers. The province of Balochistan hosts over 300,000 refugees, in majority (85%) residing in urban/rural areas and the remaining (%15) in ten refugee villages with high multi-dimensional poverty levels. UNHCR has presence in four locations in Balochistan, namely sub-office Quetta and three field units in Loralai, Dalbandin and Chaman. The majority of Afghan refugees were recognized on a prima facie basis by the Government of Pakistan and are Proof of Registration (PoR) Card holders. A smaller number of Afghan and non-Afghan asylum-seekers are processed in accordance with mandate procedures.
UNHCR’s access has been limited warranting the need to implement through partners and monitor remotely. The security situation hasn’t been improving drastically hence the protection interventions will, largely, need to be carried in close coordination with the government, NGOs and other UN agencies.
Following deterioration of humanitarian situation in Afghanistan in 2021, the inter-agency Refugee Response Plan (RRP) for the Afghanistan situation was adopted in 2022 to support host governments in the region, including Pakistan. The aims are to promote resilience, ensure no one is left behind and that the needs of both Afghan refugees and vulnerable host communities are met. The RRP builds on the collective work already being done in these countries and promotes an area- and needs-based approach.
The GBV Associate will report to the Associate Protection Officer (NOB). S/he will undertake field missions to all operational areas across the province, interview GBV survivors as part of case management, monitor IPs’ performance on GBV area and represent UNHCR in the Inter-Agency GBV Working group meetings.
