Background
UNDP is working with the Government of Pakistan, civil society, national partners, and the people of Pakistan to help find solutions to persistent development challenges. We work to build lasting institutional capacity, provide technical expertise to improve development outcomes, and help link the Government and people of Pakistan to innovative global solutions in areas such as improved data quality and collection, better environmental management, climate change finance and adaptation, strong and accountable governance mechanisms and capacities to respond effectively to conflict and disasters.
Resilience, Environment and Climate Change is one of the biggest programme portfolios for UNDP Pakistan Country Office (CO). Currently, the portfolio is funded by various resources including the Global Environment Facility and the Green Climate Fund which in average constitutes 30% of the CO’s program delivery targets of around USD 70M in 2025. It is foreseen that resilience, environment and climate change portfolio remain one of the important programme areas in the coming Country Programme Document period from 2023 – 2027 with an increased shift towards a resilience driven lens focusing on development pathways, economic policy options and approaches, and efforts to operationalize new financial instruments expanding beyond the current focus on the environment. Duties and Responsibilities
The position is under the direct supervision of the Team Leader/Head of Unit/Assistant Resident Representative (ARR) Resilience, Environment and Climate Change Unit (RECCU); the incumbent will be primarily responsible for programme development and execution of initiatives/projects related to resilience, environment and climate change and provision of policy/technical advisory services. The incumbent will work closely with the Head of Unit – RECCU to mobilize resources for the successful implementation of Country Programme(s) and initiatives/projects.
He/she works in close collaboration with other Programme teams and Operations Unit to ensure programme portfolio performance and deliver on country programme results and successful Country Office performance with accountability and compliance with UNDP Programme and Operations Policies and Procedures.
The Programme Analyst will supervise the Programme Assistant in the unit. S/he will supervise assigned project managers by the ARR for the successful implementation and timely delivery of programme/project results.
- Provides thematic leadership, technical guidance, oversight, and quality control of programme formulation and implementation in the area of Resilience, Environment and Climate Change.
- Ensures high-quality Resilience Environment and Climate Change programme portfolio performance with special emphasis on delivery targets, compliance, and strategic oversight.
- Ensures implementation of risk management, social and environmental safeguards, and standards.
- Creation of strategic partnerships and implementation of the resource mobilization strategy.
- Ensures effective provision of top-quality policy and technical advisory services to the Government in the area of Resilience, Environment and Climate Change.
- Supports innovation and facilitates identification of development and climate financing solutions.
- Ensures effective facilitation of knowledge building, management and sharing and guidance to all stakeholders on programme/project management, operational and technical matters.
Provides thematic leadership, technical guidance, oversight and quality control of programme formulation and implementation in the area of Resilience, Environment and Climate Change focusing on achievement of the following results:
- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other documents.
- Supports integration of women empowerment and gender equality into programming and budgeting/resource allocation and contribution to the CO’s achievement of the Gold Gender Equality Seal award.
- Identifies areas for support and interventions within the resilience, environment, and Climate Change areas.
- Designs, develops, and formulates initiatives/projects that are aligned with programme priorities in the Country Programme, strengthen existing partnerships and form new partnerships.
- Provides technical guidance and ensures quality control of programme/project management cycle from annual work planning, budgeting to implementation, monitoring, evaluation and reporting to project teams/partners, ensuring that results are delivered in accordance with work plan, UNDP policies, rules and regulations, and donor’s requirements.
- Ensures effective application of results-based management tools, the establishment of management targets and monitoring achievement of results, as part of quality assurance, CO performance, Results-Oriented Annual Reporting, and other forms of results-based reporting and/or dashboard, etc.
- Initiation of a project, presentation of the project to PAC, entering a project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
- Supports the country office (CO) in business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
- Support ARR for environmental funding mechanisms such as GEF, GCF and other vertical funds in close collaboration with colleagues in Bangkok Regional Hub (BRH).
- Contributes to ensuring that the unit-specific enabling actions included in the annual Integrated Work Plan are implemented and goals in the Country Office compact are met. Oversees the contribution of the unit to the Country Office (CO’s) performance in corporate KPIs.
- Drafts terms of reference for procurement of consultancy/expertise.
Ensure high-quality Resilience, Environment and Climate Change programme portfolio performance with special emphasis on delivery targets, compliance, and strategic oversight, achieving the following results:
- Provides oversight and monitors the implementation of the programme and projects, including functionality, resource management, quality assurance, output tracking, capacity planning, activity planning and regular monitoring of Country Office (CO) programme performance in the area of resilience, environment and climate change.
- Contributes to the achievement of programme/project objectives and outcomes by carrying out regular oversight review of procedures, a commitment made through the agreement with donor organizations; assesses reliability and integrity of the information provided in project reports, and the completeness of supporting documents.
- Conducts periodic programme monitoring visits and prepares programme monitoring visit reports as required.
- Ensures effective and efficient use of portfolio resources as per the agreed annual workplan.
- Reviews performance/progress of implementing UNDP supported projects (NIM/ DIM) by determining their conformity with UNDP Programme and Operations Policies and Procedures (POPP) and advises management on the potential improvement of the implementation modality.
- Supports the clearance of all Programme and Projects related agreements.
- Supports planning and monitoring of various programme/project budgetary resources and ensures quality control of budget revisions.
- Reviews Programme delivery in accordance with Authorized Spending Limit (ASL) and Cash Limits for core and other resources and suggests measures for adequate optional utilization of funds.
- Oversees compliance with Donor Reporting requirements in coordination with UNDP units in Regional Hub and HQ.
- Provides support to audit and evaluation exercises as well as follows up on the implementation of management responses/actions to the audit and evaluation recommendations.
- Ensures financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions.
- Supports procurement and human resource risk monitoring and compliance mechanisms through technical inputs and/or coordination.
- Ensures regular preparation of aggregate reports on activities, outputs and outcomes.
- Ensures preparation of donor reports.
Ensures implementation of risk management, social and environmental safeguards and standards focusing on achievement of the following results:
- Implements policies and procedures on effective internal control framework and the overall risks management in line with the corporate requirements.
- Monitors and manages programme/project risks, and apply adaptive management including corrective and adaptive measures in programme/project implementation. Tracking risks and issues in the system and taking risk mitigation actions.
- Contributes to the design and roll-out of HACT implementation plan in the Country Office.
- Trains office and project staff as well as implementing partners’ personnel as appropriate on HACT policy implementation. Monitors the implementation of HACT policies and procedures, including providing advice on the management of project-level cash transfers to Implementing Partners/Responsible Parties, and facilitating follow-up to the HACT audit recommendations.
- Develops and supports assurance activities and monitors Country Office performance in the timely completion of assurance activities.
- Ensures implementation of corporate policy on the social and environmental standards (SES), completion of the SES screening of UNDP projects/interventions and the relevant management plans as required in line with the corporate SES policy and guidance.
- Ensures that projects comply with anti-fraud mechanisms and anti-money laundering and countering finance terrorism (AML/CFT) policies and procedures.
- Any other tasks as assigned by the Senior Management of the Country Office.
Creation of strategic partnerships and implementation of the resource mobilization strategy focusing on the achievement of the following results:
- Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
- Development of strategies for Government cost-sharing in the portfolio areas
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization
- Monitor the management of partner agreements, including ensuring that conditions for funding contributions are met and are consistent with corporate standard agreements.
Ensures effective provision of top-quality policy and technical advisory services in the area of resilience, environment and climate change focusing on achievement of the following results:
- Conducts research and analysis in the said focus areas related to policies, legislation, institutions, strategies/action plans, practices, and procedures to keep abreast of the social and economic trends, priorities and impacts.
- Conducts background analysis and summary of policy and scientific research related to the above focus areas.
- Provides technical support to the development and preparation of knowledge products
- Prepares thematic fact sheets/papers/reports/policy briefs, etc. to inform targets groups such as government, civil society, private sector, etc.
- Prepares substantive inputs including situation analysis and programming strategy into the proposals and project documents for social protection; equity social services delivery; and practices, social norms and values especially for women and girls related and/or cross-cutting projects.
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
- Supports to development of policies and institutions that will address the country’s problems and needs in collaboration with the Government and other strategic partners.

Required Skills and Experience
Education:
- Master’s Degree in Climate Change, Environmental policy/management, Public Administration, Business Administration, Economics, or related field.
- Alternately, bachelor’s degree in Climate Change, Environment policy/management, Public Administration, Business Administration, Economic or related field with additional 02 years of qualifying experience will be given due consideration in lieu of an advanced university degree.
Experience:
- Minimum 02 years of solid experience at the national or international level in programme/project management and portfolio oversight related to climate change.
- Academic credential in environment sciences, biodiversity, climate finance is an advantage
- Hands-on experience in design, monitoring and evaluation of development projects. Specific joint project experience with UN agencies is an asset.
- Experience in the usage of computers and office software packages, handling of web-based management systems and advanced programmes for data analysis is required.
- Familiarity with UN/UNDP or International organization level policies and procedures is an advantage.
- Proven experience in the management of funding mechanisms on environmental portfolio including Global Environment Facility (GEF) and Green Climate Fund (GCF) is an asset.
- Experience in mainstreaming gender equality and women empowerment is an asset.
- Fluency in English and Urdu is required.
