A: Tasks for Engineer:
The Support Engineer will play a critical role in coordinating, development, and implementing the HCF improvement plan using WASHFIT at the field level. This will include active collaboration with various stakeholders, including government departments, local authorities, contractors, and community members as well as other related tasks as listed below:
- Liaise with line departments (Department of Health, Local Government) and Long-Term Agreement (LTA) contractors for effective project implementation.
- Conduct assessments to determine the feasibility and number of sites required for WASHFIT interventions.
- Prepare cost estimates and conduct technical surveys in collaboration with relevant departments.
- Assist Health Section in conducting assessments and developing cost estimates for repair and maintenance of newborn corners in targeted HCFs.
- Monitor the progress and quality of planned WASHFIT activities, ensuring adherence to work plans and engineering specifications.
- Provide technical guidance to laborers and contractors to ensure compliance with engineering standards.
- Report on progress, quality, and any deviations from the field activities, following up on corrective measures.
- Prepare monthly project/activity reports and share with UNICEF Peshawar.
- Maintain and update project plans with the LTA contractors and report on risks associated with project activities.
- Monitor and advise on safety practices at work sites.
- Troubleshooting ensure timely completion of project activities.
- Ensure that project activities respect local culture and norms.
- Support the final handover of projects to line departments and beneficiaries.
B. Academic Background for Support Engineers:
- BSc Civil Engineering with related experience of Water and Sanitation Projects / Diploma of Associate Engineer.
C. Technical Expertise of Support Engineers:
- A minimum up to 4 years’ experience in the field of WASH projects or Diploma of Associate Engineer with up to 6 years’ experience in WASH, working experience related to working on UN WASH projects Demonstrated expertise in the water and sanitation sector, encompassing practical and hands-on experience.
- Extensive experience in conducting assessments, cost analysis, and design in water, sanitation, and hygiene promotion projects, including effective coordination with government and UN field teams.
- Proven expertise in designing and installation of Solar based systems.
- Proficiency in providing technical designs and developing Bills of Quantities (BoQs) for Water, Sanitation, and Hygiene (WASH) projects.
- In-depth knowledge and experience in the target area, backed by relevant skills.
- Strong intercultural communication skills, with an ability to empathize and understand perspectives from diverse cultural backgrounds.
- Fluency in English is essential; proficiency in the local language (Pashto) is highly desirable.
- Mandatory report writing skills, with an emphasis on clarity and conciseness.
- Excellent verbal and written communication abilities in both English and Pashto.
- Competence in using GPS technology for location tracking and coordinating recording.
- Strong computer literacy, encompassing email communication and various office software (MS word, MS Excel, MS PowerPoint) applications relevant to the role.
D: Mobility Requirements:
- The support engineer will be allocated individual mobility support, as their operational requirements span across multiple HCFs.
- The estimated travel per vehicle is 70 Km per day, the actual will be maintained as per logbook.
- The vehicle provided should be technically sound, free of operational issues, and suitable for the demands of different district operations.
- Drivers assigned must be well-trained, well-mannered, have security clearance, and possess a solid track record of experience.
- The vehicles will be inclusive of fuel and driver services, or equivalent models, not older than 2018-19
- Technically perfect vehicles with no operational issues to be provided, along with well- trained /well-mannered, security cleared and experienced drivers with good track records.
- For any fault/backup support vehicle be immediately provided on proposed sites
E: Deliverables of Engineers:
- WASHFIT supervised assessment conducted in 10 HCFs.
- New-born corner engineering assessment conducted in 10 HCFs.
- Plan, design and prepare engineering estimates using WASHFIT for 10 HCFs including in new- born corners.
- Bidding process supported and contract for 10 HCFs awarded.
- Monthly and final construction supervision and quality assurance report submitted for 10 HCFs.
- Certification of work done, verification of claims, handover of projects and submission of completion reports for 10 HCFs.
