Ipas Pakistan is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). It seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices. We collaborate with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system. Ipas is seeking to hire a competent Finance Officer to join its finance team in its Islamabad-based head office.
Job Summary:
The Program Officer works under the supervision of the Head of Programs to support the implementation of Ipas projects in Pakistan. The position liaises with program staff, local implementing partners, subcontractors, and consultants in support of timely and high-quality work targets achievement. This position will support the planning and execution of project activities across multiple domains such as health system strengthening, community engagement, policy support and research, monitoring and evaluation. Success in this role will require attention to detail, tracking progress against workplans, ensuring adherence to Ipas and donor compliance requirements, frequent travel and ability to multi-task. As part of the Program Team, the position will also contribute to new proposal development for fundraising and event management. This position is not limited to any geographical region and work is not specific to any particular project.
Primary Responsibilities:
Program Support & Coordination
- Coordinate with program team for smooth program planning and execution.
- Assist in program operations in field aligned with program targets.
- Facilitate in planning program team workplans and tracking progress against agreed deliverables.
- Facilitate in ensuring program data review and analysis in close collaboration with respective project manager and M&E teams.
- Facilitate in coordination with stakeholders for smooth implementation of program activities in form of written documentation, plans and reports for external team players.
- Follow up program data collect and validate monthly data from Ipas intervention facilities, trained providers, LHWs/LHSs, FWAs/SMs, with RME, identify and highlight gaps for respective project teams for timely rectification.
- Prepare and submit program reports in line with organizational policies and deadlines.
- Maintain regular communication with field teams to track progress, address challenges, and ensure alignment with Ipas minimum standards.
- Manage calendars, logistics, and documentation for field activities and team coordination.
- Draft and process payment requests, vendor reimbursements, and review invoices for accuracy and approvals.
- Facilitate in BVA meetings with finance on monthly meetings and follow up within team/s on agreed action points.
- Develop program/project summary sheets and contribute to donor reporting and proposal development.
Program Implementation
- Collaborate with training partners to assess needs and plan training for public/private health facilities and staff.
- Facilitate in field work as and when required for example in Site Progress Reviews (SPRs),
- Be a focal point for program procurement tracker for timely requisition, follow up and delivery.
Administrative & Documentation Support
- Draft letters, reports, meeting minutes, and other official documents.
- Support logistics and content development for workshops, trainings, and stakeholder meetings.
- Serve as a backup to the Program team as needed.
- Ensure all activities comply with safety and security policies.
Requirements:
Education: Mandatory:
- Bachelor’s degree in medicine, pharmacy, nursing, midwifery, social sciences or related health subject
Experience:
- At least 2–3 years of experience in public health, preferably reproductive health project implementation
- Ability to work independently and as part of organization-wide team
- Demonstrated excellent computer knowledge and experience of using MS office
- Good written and spoken English and Urdu

- Familiarity with public sector health related departments.
- Knowledge of project budget compliance requirements.
- Experience working in sexual and reproductive health field.
- Fluent in any other provincial language of Pakistan.
