Organizational Context and Scope

The Displacement Tracking Matrix (DTM) is a system developed by the International Organization for Migration (IOM) to track and monitor displacement and population mobility. It is designed to regularly and systematically capture, process, and disseminate information to provide a better understanding of the movements and evolving needs of displaced populations, whether on-site, en route, or in return areas. DTM has become widely recognized as a leading source of primary data on displacement and mobility across humanitarian and development contexts, supporting timely evidence-based decision-making by governments, UN agencies, and humanitarian partners.

In Pakistan, DTM has evolved into a key component of IOM’s operational architecture. Initially deployed to support emergency response coordination and preparedness efforts—including in response to natural disasters, conflict-related displacement, and cross-border returns—DTM in Pakistan now plays a central role in informing national and sub-national strategies related to internal displacement, cross-border mobility, climate mobility, as well as other, broader human mobility trends. It has been instrumental in supporting the Government of Pakistan, particularly through collaboration with NADRA, NDMA, PDMA, BEOE and the Ministry of States and Frontier Regions (SAFRON), in generating granular, real-time data on population movements and return intentions.

DTM’s methodologies in Pakistan includes (i) Mobility Tracking and Needs Assessments, (ii) Flow Monitoring, and (iii) Specialised Surveys, and are tailored to the country’s complex mobility landscape as a country of origin, transit, and destination. The programme has also developed the capacity to support anticipatory action and preparedness planning, contributing data for early warning systems and pre-crisis risk mapping.

As such, the scope of DTM in Pakistan is expanding beyond traditional displacement tracking to underpin a range of IOM thematic areas, including transition and recovery, migration health, community stabilization, border management, and climate-related mobility. It increasingly serves as a data backbone for integrated programming, research, and policy engagement—leveraging partnerships with national authorities, UN entities, academia, and civil society.

Through its growing portfolio, DTM Pakistan is positioning itself as a foundational information management and coordination tool that can adapt to diverse operational and policy needs. Its expansion reflects IOM’s broader vision to strengthen data-driven approaches to human mobility and ensure that responses are evidence-based, inclusive, and aligned with national priorities.

Under the overall supervision of the Displacement Tracking Matrix (DTM) Programme Manager in IOM Pakistan, the Reporting and Information Management (IM) Officer will be supporting the implementation of the IOM DTM programme in Pakistan through the following duties:  

  1. Assist in the planning and execution of DTM activities across Pakistan, including but not limited to: (i) Mobility Tracking and Multi-Sector Needs Assessments, (ii) Flow Monitoring at key transit and border points, and (iii) Specialized Surveys targeting thematic priorities such as return intentions, climate-induced mobility, and protection needs.
  2. Contribute to the analysis and dissemination of DTM data by supporting the production of analytical outputs, including situation reports (SitReps), thematic briefs, dashboards, and other relevant information products tailored to IOM, humanitarian partners, and government stakeholders.
  3. Participate in the collection and analysis of data to support cross-cutting and thematic analyses on key issues of interest to IOM and its partners, including mobility dynamics linked to climate change, protection risks, socioeconomic vulnerabilities, and humanitarian needs.
  4. Assist in the development and production of high-quality data visualizations such as interactive dashboards, maps, infographics, and charts for internal and external use. These products will support evidence-based decision-making, advocacy, program planning, and accountability.
  5. Assist in the design, development, and revision of DTM data collection tools, including digital survey forms using KOBO Toolbox and other relevant platforms, in alignment with operational objectives and best practices.
  6. Monitor the quality and consistency of incoming data from field teams; flag discrepancies, provide feedback to field staff and partners, and assist with data cleaning and analysis to ensure accuracy and reliability.
  7. Ensure systematic back-up and proper organization of data repositories (both digital and physical), in line with IOM’s information management protocols.
  8. Participate in the planning and delivery of training sessions and workshops for DTM field staff, enumerators, and implementing partners, covering core topics such as the DTM methodology, data processing protocols, data protection, field ethics, and assessment design.
  9. Facilitate the integration of gender-sensitive approaches and the inclusion of vulnerable groups (particularly women, girls, and children) throughout all stages of the DTM process, including tool design, data collection, and analysis.
  10. Maintain full compliance with IOM’s Data Protection and Data Governance Policies, as well as broader inter-agency frameworks such as the IASC Operational Guidance on Data Responsibility in Humanitarian Action and relevant ethical standards for data operations.
  11. In close coordination with the DTM Programme Manager, maintain effective liaison with government counterparts, UN agencies, NGOs, research institutions, and other stakeholders engaged in displacement and mobility data initiatives, and participate in coordination meetings and technical working groups as required.
  12. Perform such other duties as may be assigned.

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French), Urdu, other local languages of Pakistan (Sindhi) and/or Afghanistan (Pashto and Dari) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
