Child Protection Associate
Organizational Setting and Work Relationships
UNHCR is committed to the effective protection to children of concern, with children representing more than half of the persons falling under its mandate. UNHCR adopts a rights and community-based approach to address the protection needs of children, with a strong emphasis on inclusion within national child protection, child friendly procedures and working with other sectors to protect children including education. Child protection is recognized as global organizational priority for UNHCR. Dedicated child protection positions are needed to provide technical support to improve UNHCR's operational capacity to deliver effective protection to children, adolescents and youth of concern.
The Child Protection Associate is a member of the protection team in an Office. S/he may report to a (Child) Protection Officer, or the Head of Field-Office/Unit and/or Head of Sub-Office. The incumbent monitors child protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Child Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (children, women, marginalized groups) and is responsible for implementation of Best Interests Procedures for children at risk in their area of responsibility, under the guidance of the supervisor. S/he may also supervise staff undertaking Best Interests Procedures. S/he identifies opportunities to mainstream Child Protection methodologies and integrate protection safeguards in operational responses in all sectors and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor. The incumbent works directly with communities and children of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
Needs identification, Strategy and Advocacy
- Contribute to assessing child protection issues through multi-sectoral and protection specific assessments.
- Facilitate consultation with children, youth and communities to inform child protection strategy and programme activities.
- Contribute to the formulation of child protection strategy and planning.
- Ensure compliance with UNHCR's child protection policy, priorities and commitments, as well as other aligned policies on age, gender, diversity (AGD) and accountability to affected populations (AAP), GBV, gender equality, disability and youth empowerment.
- Support the analysis of the national systems and ensure that child protection programmes complement national child protection systems and work towards the inclusion of children of concern into national child protection laws, policies and services.
- Undertake consultation with children, youth and communities and provide information on appropriate and meaningful approaches for their effective participation and programmatic responses on child protection issues.
- Provide input to Protection Unit to inform advocacy to address key child protection concerns.
Programme planning and implementation
- Engage children, youth and communities in the implementation of child protection activities, provide information to children, youth and communities about child protection services and monitor and report on needs and issues to inform the Operations Response.
- Conduct Best Interest Procedures for individual children at heightened risks and prepare Best Interests Determination report, when required.
- Participate in the Best Interests Procedure Case Conferences and BID panels and draft associated documentation as required.
- Implement child protection SOPs and ensure up to date and effective referral to key services.
- Store and update child's case file in UNHCR data bases in accordance with UNHCR standards.
- Engage with children, youth and community members in identifying community-based child protection activities.
- Monitor and support appropriate care arrangements for unaccompanied and separated children and referral of children to ICRC or other relevant partners for establishment of family linkages.
- Regularly report on emerging protection issues and concerns voiced by children, youth and communities and assist in drafting reports, compiling and preparing data for the protection unit/section.
- Provide functional guidance to UNHCR and partner staff involved in child protection activities.
Partnership, coordination and capacity building
- Assist the Child Protection interagency coordination and information management activities as needed.
- Provide technical support and monitoring to child protection partners.
- Assist in carrying out learning needs assessment and analysis of findings.
- Support in implementing learning activities for UNHCR and partners staff and communities.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
3 years of previous work experience relevant to the function of child protection in a local context and having experience in the field of child protection prevention and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Skills and experience in interviewing and working with children and families including supervision of child protection case management.
Desirable
Knowledge of UNHCR child protection policies and tools including the UNHCR Best Interests Procedures Guidelines, and interagency child protection Minimum Standards, Guiding Principles and GBV case management standards. Knowledge of local child protection laws, policies and services. Knowledge and experience of participatory approaches to engage with and mobilize communities. Understanding of displacement and protection issues including GBV, education and the application of the Age, Gender and Diversity Policy. Completed Protection Learning Programme. Desired Candidate Profile
Based in Quetta and as a member of the protection team, the Associate Child Protection Associate will report to the Associate Protection Officer (NOB).The Child Protection Associate should have a solid knowledge and experience implementing the UNHCR Child Protection Policy including the Best Interest Procedure (BIP). S/he will support the operation in refinement of SOPs and case management tools, coordination with key stakeholders, devising prioritized interventions for prevention of child abuse and neglect, risk mitigation, response to their specific needs as well as capacity building of UNHCR staff and partners.
S/he must have experience of working in a coordinated manner taking a multi-functional approach to ensure adequate mainstreaming across UNHCR and partners’ sectorial interventions.
The Child Protection Associate is recommended to have previous experience in working with communities, specifically children. S/he must have the technical knowledge, and skills in conducting trainings and capacity building sessions with stakeholders, and other relevant groups as deemed necessary, with an essential knowledge on the Best Interests Procedures and Child Protection.
S/he must have solid experience in conducting Best Interests Procedures, conducting Best Interest Assessments (BIA), Best Interest Determinations (BID). S/he will have previous experience in supervising minimum one staff member, preferably working on child protection.
The incumbent should have proved experience working in the child protection sector, or 2-3 years relevant experience in other fields related to child protection, i.e., social work, education, psychosocial support.
The position incumbent should have excellent leadership, teamwork, communication, experience in managing teams and also be creative in CP programme design to meet evolving needs of the communities.
S/he must have strong drafting and analytical skills and strong interviewing and counselling skills.
The CP Associate should have a very good computer literacy, the application of MS Office. In addition, s/he must have an excellent command on verbal and written communication in English.
Operational Context:
Pakistan is not a signatory to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol and has not enacted national legislation concerning refugees. However, Pakistan’s provision of protection and assistance to Afghan refugees is generally in accordance with international standards and Pakistan’s international human rights obligations.
Pakistan has an over 40 years long history of hosting refugees. It is one of the largest refugee-hosting countries with over 1.4 million registered Afghan refugees and smaller number of non-Afghan refugees and asylum-seekers. The province of Balochistan hosts over 300,000 refugees, in majority (85%) residing in urban/rural areas and the remaining (%15) in ten refugee villages with high multi-dimensional poverty levels. UNHCR has presence in four locations in Balochistan, namely sub-office Quetta and three field units in Loralai, Dalbandin and Chaman. The majority of Afghan refugees were recognized on a prima facie basis by the Government of Pakistan and are Proof of Registration (PoR) Card holders. A smaller number of Afghan and non-Afghan asylum-seekers are processed in accordance with mandate procedures.
UNHCR’s access has been limited warranting the need to implement through partners and monitor remotely. The security situation hasn’t been improving drastically hence the protection interventions will, largely, need to be carried in close coordination with the government, NGOs and other UN agencies
Following deterioration of humanitarian situation in Afghanistan in 2021, the inter-agency Refugee Response Plan (RRP) for the Afghanistan situation was adopted in 2022 to support host governments in the region, including Pakistan. The aims are to promote resilience, ensure no one is left behind and that the needs of both Afghan refugees and vulnerable host communities are met. The RRP builds on the collective work already being done in these countries and promotes an area- and needs-based approach.
The Child Protection Associate will report to the Associate Protection Officer (NOB). S/he will undertake field missions to all operational areas across the province, conduct BIA/BID as part of case management, monitor IPs’ performance on child protection area and represent UNHCR in Child Protection Working group meetings.
The Child Protection Associate will also support the operation in securing solutions for refugees through contributions to resettlement and repatriation processing by ensuring that children at risk are identified and have adequate support through comprehensive case management.
S/he may also conduct /supervise staff undertaking Best Interests Procedures, Best Interest Assessments (BIA), Best Interest Determinations (BID) and family tracing/reunification in accordance with relevant UNHCR protection standards and IASC guidance, ensuring appropriate case tracking and follow-up of child protection cases.
