Position Overview:
We are seeking a proactive and detail-oriented PMO Infrastructure Coordinator to support the planning, execution, and delivery of civil/infrastructure projects within our Project Management Office (PMO). The ideal candidate will leverage a background in civil engineering and quantity surveying to ensure robust contract management, accurate cost control, and seamless coordination among stakeholders. This role reports to the PMO Manager and works closely with project managers, procurement teams, and external contractors to uphold schedule, budget, and quality objectives across multiple infrastructure initiatives.
Key Responsibilities and Duties:
1. Project Planning & Scheduling
· Assist in developing and maintaining detailed project schedules for multiple infrastructure and civil works projects.
· Coordinate with project teams to gather activity durations, dependencies, and milestone dates.
· Monitor progress against the baseline schedule and escalate any potential delays to the PMO Manager.
2. Contract & Procurement Support
· Prepare, review, and manage Request for Proposal (RFP) or Letter of Award (LOA) documents for civil contractors and service providers.
· Perform technical and financial evaluations of received bids, ensuring compliance with SPPRA (Sindh Public Procurement Regulatory Authority) rules and organizational policies.
· Draft evaluation reports and make award recommendations to the competent authority.
· Maintain an up-to-date vendor/contractor register and oversee the award process for both small- and large-scale projects.
3. Quantity Surveying & Cost Control
· Support Quantity Surveyors in preparing Bills of Quantities (BOQs), material take-offs, and comparative cost statements.
· Conduct periodic bill verifications, rate finalizations, and cost reconciliations to ensure alignment with approved budgets.
· Track project spend, process payments, and flag any cost overruns or discrepancies to the finance and PMO teams.
4. Stakeholder Coordination & Reporting
· Serve as a liaison between internal stakeholders (engineering, procurement, finance) and external parties (contractors, government bodies, consultants).
· Schedule and attend weekly project meetings, document action items, and follow up on outstanding deliverables.
· Prepare and distribute standard PMO dashboards, status updates, and exception reports to senior management.
5. Inventory & Resource Management
· Oversee inventory tracking for construction materials, equipment, and site assets.
· Coordinate with warehouse and site teams to ensure timely procurement and delivery of required resources.
· Maintain records of on-site inventory usage and coordinate returning of surplus materials.
6. Quality Assurance & Technical Oversight
· Assist in reviewing technical drawings, proposal drawings, and 3D models to ensure compliance with project specifications.
· Support structural and retrofitting reviews per UBC-97 guidelines for renovation or rehabilitation works.
· Collaborate with site civil engineers to validate execution plans and identify early design conflicts.
7. Documentation & Knowledge Management
· Maintain an organized repository of all project documentation (contracts, BOQs, meeting minutes, progress reports).
· Ensure version control of tender documents, drawings, and specification manuals.
· Capture lessons learned for future PMO process improvements and publish them in the PMO knowledge base.
Required Qualifications & Experience:
· Education:
Bachelor of Engineering (Civil) or equivalent from an accredited institution.
· Professional Experience (2–4 years):
ü Minimum 2 years of hands-on experience in quantity surveying, contract administration, or civil project coordination—ideally within an academic or institutional setting.
ü Exposure to preparing and reviewing bidding documents in accordance with SPPRA or equivalent public procurement regulations.
ü Demonstrated ability to verify bills, finalize rates, and manage BOQs for both small-scale and large-scale projects.
· Technical Skills:
ü Proficient in AutoCAD (2D drafting) and BIM fundamentals (Revit or comparable).
ü Working knowledge of structural analysis and retrofitting techniques (UBC-97).
ü Strong competency in Microsoft Office Suite: Excel (pivot tables, VLOOKUP), Word, and PowerPoint.
ü Familiarity with project management software (e.g., Primavera P6, MS Project, or JIRA for infrastructure tracking).
· Certifications (Preferred):
ü Certified in Procurement Management (e.g., IBA-KHI Certificate in CPM-SPPRA).
ü BIM Fundamentals for Engineers (Coursera or equivalent).
ü Any PMI or PRINCE2 Foundation certification is an added advantage.

Proactively identifies process gaps, suggests improvements in bidding procedures, and escalates issues to avoid project roadblocks.
· Tech-Savvy & Adaptive:
Quick to learn new software tools and methodologies. Open to adopting best practices in PMO governance and civil engineering processes.
Working Conditions:
· Office-based role (primarily at corporate headquarters) with occasional site visits to ongoing civil/infrastructure projects.
· Normal working hours are Monday–Friday, 9:00 AM to 6:00 PM; flexibility required for project milestones or urgent bid submissions.
· Moderate travel (up to 20%) to regional project sites
