Organizational Context and Scope

Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.

The International Organization for Migration (IOM) is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDO’s Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE and Islamic Relief as consortium partners.

The Consortium will deliver integrated community resilience-building activities and institutional and systems strengthening across southern Pakistan (Sindh, Balochistan and Punjab) and will respond to humanitarian needs across all Pakistan. The Consortium will be overseen by a Secretariat, led by IOM.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator (EPC) in Pakistan, the Consortium Coordinator will be responsible for managing and overseeing the Consortium Secretariat team to facilitate the coordination of the Consortium’s activities and the implementation of the BRAVE project in Pakistan, including effective planning and monitoring of Consortium undertakings.

  1. Consortium Secretariat team and activities management:
    1. Act as the focal point for the coordination and implementation of Consortium activities. Develop and maintain good liaison with Consortium partners and key stakeholders, including governmental authorities, donors, the Humanitarian Country Team, non-governmental organizations (NGOs), private sector and civil society organizations, with the aim of organizing and promoting consortium activities.
    2. Provide substantive inputs and guidance to support the development of a Secretariat structure, Standard Operating Procedures (SOPs) and of systems that will foster joint planning, coordination, monitoring, evaluation and learning, as well as participatory decision making and cooperation among Consortium members’ agencies. 
    3. Facilitate continuous, effective and efficient programme planning, coordination, and integration between Consortium members. Aim to ensure convergence between Consortium member programme planning to further efficiency and effectiveness through building on comparative advantages and economies of scale, reducing parallel structures and avoiding duplication and overlaps.
    4. Overview a system of small grants allocation to partners based on preparedness and response to disasters/shocks and needs, corresponding to the humanitarian component of the projects.
    5. In line with internal and donor requirements, coordinate the reporting aspects of the Consortium, preparing reports and updates as necessary and/or as requested by IOM management and/or donor. 
    6. Supervise the monitoring, evaluation and learning aspects of the Consortium and ensure that it is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes and that these are documented and disseminated. Provide oversight to ensure proper monitoring measures are in place, are regularly updated keeping in view lessons learned, and are appropriately reported for progress updates, donor reports and evaluations. This will include monitoring performance of Consortium members for compliance with BRAVE approach to delivery and execution of outputs and making recommendations for improvements or changes if required.
    7. Supervise the implementation and dissemination of a Consortium-wide learning agenda, including through providing support and guidance for the creation and coordination of technical working groups.
    8. Manage and oversee technical aspects of the Secretariat, including coordinating and supporting the co-design process with Consortium partners and monitoring the work of the Secretariat Technical Working Groups. 
    9. Ensure that the Secretariat has a robust Information Management system in place, with adequate linkages to those of the Consortium partners, ensuring that project data and information is archived and shared appropriately. 
    10. Assist the Consortium designated Resource Management Unit (RMU) staff in the management and oversight of financial aspects of the Consortium activities, including coordination with partners for report submissions, funding transfers, budget updates, budget modifications and other requests.
    11. In coordination with the Resource Management Unit (RMU), participate in the management of human resources processes such as recruitment, capacity building, performance evaluations and the prevention, identification and resolution of team conflicts. 
    12. Coordinate with relevant IOM departments including Programme Support Unit, Resource Management, and Procurement and Logistics for Secretariat activities, ensuring that the processes are transparent and in line with IOM and donor’s regulations. 
    13. Ensure effective and active communication with all Consortium partners and stakeholders, and that the relevant and necessary information is transmitted downstream to all the Consortium members in a timely manner. 
    14. Coordinate and plan donor field visits in accordance with inputs from all Consortium members. 
    15. Work to ensure cross-cutting issues are integrated in the BRAVE projects such as GBV, Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance. Work to ensure Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM) components are mainstreamed into programming and relevant tools available.
  2. Support the IOM Senior Programme Coordinator in developing new projects and proposals and identifying opportunities in areas related to the Consortium activities (e.g. climate change, DRR, resilience, etc.). This will include but is not limited to meeting stakeholders, identifying opportunities for funding, contributing to the development of concept notes and proposals, and other follow up as needed.
  3. In close coordination with the supervisor, represent IOM and/or the Consortium at meetings and events where relevant programmes are being discussed and support liaison with other agencies and/or counterparts.
  4. Undertake duty travel as required. 
  5. Perform such other duties as may be assigned.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) and/or other Pakistan language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
