Position Objective: To support the Field Manager and Country Liaison & Coordination Manager in managing access, safety, and security systems for ACF staff, programs, assets, and partners in Balochistan. The role includes maintaining relationships with local stakeholders, conducting risk assessments, ensuring compliance with protocols, and sharing contextual updates.

Relevant Experience: Minimum Bachelor's degree with at least 5 years of experience in access & security role in Balochistan

Job Description
Objective 1: Context Monitoring & Information Analysis

This position holder is responsible for:

  • Monitor, collect, and analyze political and security updates in Balochistan.
  • Produce regular situation reports and updates on contextual trends.
  • Represent ACF in security and coordination meetings (INGO forums, LEAs, government).
  • Conduct staff briefings and orientation sessions on the local context, risk levels, and safety measures.
  • Maintain updated access maps and incident logs for project areas.

Objective 2: Management & Security Planning

This position holder is responsible for:

  • Conduct and regularly update Security Risk Assessments (SRAs) and Local Security Management Plans (LSMPs).
  • Monitor and support implementation of security mitigation measures.
  • Assist in incident management and reporting of security events.
  • Support partner organizations in meeting ACF’s minimum security standards through trainings and compliance spot checks.
  • Provide security orientation to staff and partners on ACF protocols and operating procedures

Objective 3: Liaison & External Coordination

This position holder is responsible for:

Serve as the focal point for coordination with:

  • Civil & Military setup /adminstration (DC, Home Dept., Police, PDMA, BCRA, CAR, Health Department and LEAs
  • Humanitarian actors (INGOs, UN security forums)
  • Ensure timely submission and follow-up of: NOCs for projects and expatriate visits
  • MoUs and other official documentation Facilitate access through community acceptance and consistent stakeholder engagement.

Objective 4: Movement & Operational Safety Oversight

This position holder is responsible for:

  • Validate and track field travel plans for ACF staff and vehicles.
  • Ensure compliance with movement SOPs, including check-in/check-out protocols.
  • Oversee deployment and monitoring of office security guards.
  • Provide security briefings to drivers, logistics staff, and visiting teams.
  • Coordinate LEA support when needed for sensitive areas or movements.

Objective 5: Compliance with Safeguarding, Inclusion & Gender Policies

This position holder is responsible for:

  • Ensure all work is conducted with adherence to ACF's safeguarding and gender equality policies.
  • Promote an inclusive and respectful office culture.
  • Report any safeguarding or protection concerns in line with ACF’s internal reporting procedures.
