Qualification & Experience:
Essential:
- Master’s Degree in Engineering (Civil/Related fields) from any HEC recognized university.
- Minimum twenty (20) years relevant experience in any leading institution/ organization.
- Must have held key appointment in leading/mega organizations.
Desirable:
- Ex-Army Officer (Col) from Corps of Engrs.
Key Responsibilities:
- Ensure implementation of statutory regulations, policies, and SOPs on behalf of the Pro Rector (P&R) and assist in long-term strategic planning of developmental projects, aligned with the University vision and sustainability goals.
- Select and recommend qualified/ competent consultants and contractors through a transparent, accountable and competitive process in accordance with PPRA rules and institutional procurement guidelines, ensuring alignment with the project's technical requirements, scope, and budget.
- Establish robust financial policies and procedures in the works directorate to implement strong financial controls over budgets while utilizing reliable accounting mechanisms, fostering open communication/ reporting and conducting regular internal audits.
- Ensure accuracy and timely provision of design documents for construction, meeting project requirements, applicable codes, and standards, and take responsibility for verifying the adequacy and sufficiency of designs prior to execution.
- Oversee the project management for the entire lifecycle of projects, from conception/ pre-tendering to completion/ close-out, ensuring fulfilment of contractual obligations, effective monitoring and quality control (M&QC) and mitigate disputes (if any).
- Review and approve variations, interim payment certificates (IPCs), and claims processed by the Engineer to ensure compliance with the contractual terms, quality standards and project timelines.
- Ensure operation, management and billing of facilities/ services/ utilities including MEP (electricity, water supply, sui gas, etc.) and HVAC systems to support long-term functionality, energy efficiency, and sustainability goals at NUST Campus H-12, Islamabad.
- Develop and implement plans for the maintenance and repair of infrastructure, ensuring its longevity, functionality, responsible spending and financial sustainability.
- Perform advisory/ leadership role to motivate a team of engineers, technicians, and other professionals within the works directorate and ensure that all projects comply with relevant laws, regulations, and EHS standards while setting targets, objectives and responsibilities for all supervisory staff.
- Develop and implement the policies and procedures for the directorate while staying up to date on industry trends, technologies, and best practices.
- Ensure timely submission of reports and returns while taking responsibility for the safe custody and security of all the documents.
- Coordinate/ liaise with GHQ, CDA and other federal government agencies concerning smooth planning and execution of construction works and services at NUST.
- Any other task assigned by the University authorities.

- 3rd Div in academic career / weak academic profile.

- In process of pursuing a required degree.
- Medically unfit.
